Under Missouri Revised Statutes § 610.023, the public body must act as soon as possible and no later than the end of the third business day after receiving a request. That is a response deadline, not a promise of full production within three days. If records are not ready, the custodian must explain the delay and give the earliest time and place for access.

The public interface was not verified as showing MODOC’s administrative “Sentence-I Minimum Release Date” field. Pemiscot County has unusually clear local court routing. Felony matters go through Circuit Court. Traffic and criminal misdemeanor matters appear through Associate Court, while Associate/Probate also handles listed criminal functions. Pemiscot Release Alerts Through MOVANS
Missouri changed local jail and detention notifications in May 2026. The current local channel is MOVANS, not an old telephone or PIN workflow. Search a specific person by first and last name, then narrow by agency, facility, date of birth, or age. Agency offender ID and case number are also supported. “Out of Custody” means the reporting agency no longer holds that person, not that the person is free from all custody.
For a matching in-custody record, the current portal offers prospective SMS and email registration. An agency may be offline, and a no-hit does not prove release. Once the record already reads “Out of Custody,” notification registration may no longer be available. For MODOC prison events, use the Office of Victim Services rather than treating the local jail portal as a statewide discharge certificate.
One more tool applies only to a narrow group. The Missouri State Highway Patrol registry may show custody or address status for people with a registration duty, but it is not a general release database. “Pending Registration” can be a pre-release address, and registry absence says nothing about most released people.
Where Pemiscot Releases Go Next
The Sheriff’s mixed local, state, and federal population makes the destination field unusually important. A person released to MODOC should be checked in the state system after allowing for intake lag. A federal transfer may lead to U.S. Marshals or BOP custody. A pretrial USMS prisoner may never appear as a standard BOP imprisonment record, so the federal court docket and Sheriff destination remain key.
The BOP Inmate Locator accepts federal identifiers or a name with refiners. “Released” and “Not in BOP Custody” end only the BOP conclusion. They do not rule out another justice system or federal supervised release. ICE’s locator is for current ICE detention, not a historic release archive. No official source reviewed proves that Pemiscot County has an ICE contract or a set detainer process, so ICE transfer must be treated as a conditional route and confirmed from the actual record.

Pemiscot Release Funds and Transfers
A 2024 State Auditor report gives a rare local clue about what happened to inmate account funds. The audit said remaining funds were generally loaded onto a debit card when a person left for the community. When the person transferred to another county or MODOC, staff generally sent a check to the receiving institution. That routing can support, but never replace, the Sheriff’s recorded destination.
A released person can ask how the remaining account balance was delivered and whether it followed the person to a receiving agency. The answer may help reconcile a community release with a transfer, but current procedure must be confirmed with the Sheriff. It is supporting evidence, not a release certificate.
Pemiscot Former-Inmate Release Balances
The same audit found unresolved former-inmate balances. As of January 9, 2023, the Sheriff held $7,645 across 850 former-inmate accounts. Of those, 263 accounts had balances over $2 totaling $7,201. The audit found no formal policy for some retained balances and recommended procedures to return money and address unclaimed property.
These figures describe audited historical practice, not a current fee, current release rule, or a balance owed to every person. Forgotten debit cards and retained small sums were county-specific audit findings. Anyone asking about a past balance should identify the booking and ask the Sheriff what current return procedure applies.
Expunged Pemiscot Release Records
Missouri expungement timing is measured from completion of the authorized disposition. Under § 610.140, the general timing criterion is three years for an eligible felony and one year for an eligible misdemeanor, municipal offense, or infraction. A qualifying arrest that did not lead to charges has a separate route no earlier than 18 months, subject to statutory conditions.

Only one detention facility in Pemiscot County was confirmed from the reviewed official local sources. The Pemiscot County Jail is operated by the Sheriff at 800 Ward Avenue in Caruthersville. It houses local, state, and federal inmates. No separate state prison, federal prison, ICE detention center, regional jail, or independent municipal detention facility was established within the county by those sources.
A local community release, court-ordered release, bond, sentence completion, or transfer should be documented in the jail’s booking and release record. The receiving-agency field then controls the follow-up. Do not create a second facility path from a third-party directory claim.
